Job Description

The Planner II (Resource Planning) - supports all ship new construction programs by developing and managing the shipbuilding labor resource plans. The Planner II (Resource Planning) is responsible to distribute the contract budget as per the Program/Project Plan, develop project staffing and trades plans by resource type to report and advise the short, medium, and long-term requirements. The role is also responsible for creating resource performance metrics and analyzing of possible resource gaps.


Duties/Accountabilities

  • Review the project schedule and provide advice on production activities’ work breakdown structure.
  • Provide budget calculations for activities during strategy and capacity plan changes.
  • Support Rolling Wave (Progressive) Planning Process by exporting data from 3D model and applying efficiency norms to re-distribute budgets for schedule activities.
  • Responsible for resource management of project and supporting regular Earned Value Management reviews with Control Account Managers.
  • Analyze sophisticated datasets, and produce simple, straight-forward management reports.
  • Develop and maintain a program time phased staffing and trades plan by resource type to report and advise the short, medium and long-term requirements.
  • Work with the finance team to assist in the development of business and head count plans in line with program resource requirements.
  • Liaises with Operation Workforce Development and HR team to ensure hiring plans are complete and accurate.
  • Improve, drive and supervise the utilization metrics for our clients Shipyard.
  • Assist in the development of Business Intelligence (BI) reporting in Power BI and Excel.


Education and Experience 

  • Bachelor’s degree in Engineering
  • Diploma in Project Management an asset
  • Minimum 5 years' experience in planning and/or production control at a large, heavy industry manufacturing environment.
  • Knowledge of Government of Canada standard Project Controls principles
  • Good knowledge of program and project management processes coupled with a proven record of successful delivery.
  • Strong data analysis / manipulation capabilities; and ability to gather and synthesize data into substantial metrics for analysis
  • Strong experience in rolling wave production hours budget calculations and cost performance index analysis (earned value management)
  • Proven track record to achieve dedication levels in a sophisticated and fast paced environment
  • Ability to work across diverse personalities and agendas of various seniority levels across organizations to achieve goals.
  • Ability to work well under pressure while being adaptable and open-minded to change and improvements
  • Ability to work within a team environment but also independently
  • Meet requirements of Canadian Controlled Goods Program (CGP) and Canadian Government Security clearance
