Job Description

The Program Controls department is an integral part of our clients Program Management Office (PMO) as it ensures that the appropriate processes and procedures for accessing, analyzing, monitoring, measuring and reporting are followed for new ship construction programs.

Reporting to the Manager, Program Controls, the Program Controls Specialist is the technical specialist within their field and is responsible for providing technical guidance, coaching, mentoring and day-to-day leadership to the program controls team in relation to the development and deployment of EVM metrics, measures and processes. The role is also accountable to support new ship construction programs including the Federal Fleet Renewal Program (FFRP) by developing and managing Project Plan Structures and Budgetary information in support of Project Management Earned Value Management reporting.

The Program Controls Specialist is responsible to lead in the management of creating program metrics and analyses of program status utilizing Earned Value Management techniques.


Duties/Accountabilities

  • Develops vessel production trades resources loading profile in accordance with defined ship building strategy.
  • Provides technical guidance and supports to other project controls personnel in EVM metrics, measures and processes.
  • Leads EVMS initiative for materials management and subcontract management of FFR Program.
  • Creates Contract Review reports for evaluation of FFR projects and contracts progress against plan. 
  • Provides support for monthly forecasting in order to ensure most current Earned Value information is built into consolidated forecasts.
  • Develops the standard for Project Management Baseline Change Process (PMBCR) in support of Earned Value Management change process.
  • Leads the Reconciliation Process to ensure Performance Measurement Baseline aligns to Estimating cost model and/or differences are understood.
  • Supports Project Planners/schedulers in progress updates in accordance with Network Planning Processes. 
  • Leads in the development of Project Controls Processes and Procedures to support overall Project Controls Systems architecture.
  • Working with the Program Finance Manager, assists in the development of the FFR annual budget to consolidate into the overall Shipyards and our clients budgets. 
  • Assists in the development of Business Intelligence reporting to enhance project operational understanding/requirements in support of Earned Value Management analyses process
  • Assists the Vice President, Program Management, the Manager, Project Controls and the Manager, Program Finance in presenting and explaining program metrics.
  • Other duties as assigned.


Education and Experience

  • A bachelor’s degree in Engineering, Business or Finance. Trades Certificate combined with sufficient and relevant work experience may be considered.
  • 8 and plus years of experience in Project Management, business/financial analysis working in a complex multi-project or program environment.
  • The knowledge of Government of Canada standard Project Controls principles, guidelines and EVMS process is required.
  • Member of Project Management Professional Body (APM, PMI) or MBA is an asset, but not essential.


Skills, Knowledge and Required Competencies

  • Extensive knowledge of shipbuilding operations with a clear understanding of the interrelationships between estimation, project planning, detail planning, production controls, program controls, materials management and subcontract management.
  • Expert Level understanding of Earned Value Management and Risk Analyses Techniques in a shipbuilding environment.
  • Excellent knowledge of EVMS principles and their application in monitoring, measuring, reporting and controlling work activities.
  • Ability to gather and synthesize data into meaningful metrics and measures for analysis.
  • Able to interpret EVM and Risk data and convey results to a broad audience in simple terms.
  • Leadership skills including team building, personal coaching/mentoring and change management etc.
  • Proficiency working with independent planning and scheduling systems including Primavera P6 (preferred) and Microsoft Project.
  • Experience using an ERP system in a large manufacturing environment.
  • Excellent oral and written communications, including the ability to communicate with others with tact and diplomacy.
  • Strong influencing and interpersonal skills.
  • Strong attention to detail, problem solving and analytical skills.
  • Advanced knowledge of Excel and proficient in other MS Office tools (Word/Outlook/PowerPoint).
  • Ability to work well under pressure while being adaptable and open-minded to change and improvements.
  • Demonstrated initiative, creativity and integrity.
  • Demonstrated ability to multi-task, prioritize and meet timeline.
  • Ability to work with limited direction and function as a key team member.
