Queensland Hydro is a publicly owned entity established by the Queensland Government to design, deliver, operate and maintain long duration pumped hydro energy storage assets that will be the cornerstone for the transformation of the state’s energy system.
The organisation will drive delivery of world-class pumped hydro assets to provide the long-term storage and reliability needed to power Queensland’s clean energy future. The organisation will play a critical role in assisting the Queensland Government to meet its renewable energy targets and net zero emissions by 2050, supporting the shift in the Australian economy to a decarbonised energy system.
Purpose
We are seeking a Senior Commercial Manager who will be responsible for managing and controlling the effective implementation of Qld Hydro’s contract management framework and associated processes and procedures from pre-tender through to contract close-out. Reporting to the Commercial Director you will provide strategic commercial project leadership, operational management, guidance, and oversight for the assigned project, ensuring alignment with legislative requirements, relevant Queensland Government policies, commercial and contract best practices, and industry requirements.
Key Accountabilities
Your key accountabilities will be:
- Responsibility for delivering and implementing the Contract Management Strategy and ensuring Contract Management Plans are implemented and managed in accordance with Queensland Government and Queensland Hydro’s associated policies and procedures, as amended from time to time.
- Lead and implement the endorsed Transaction Strategy ensuring regular governance and performance metrics are developed to ensure compliance to the Strategy.
- Lead the implementation of the suite of NEC standard contracts, lead the implementation and ongoing education to internal and external users and development of NEC standard contracts and subject expertise
- Lead the development and implementation and administration of the policies, controls, assessments, procedures and associated documentation, including Board papers relating to contract management.
- Provide leadership and guidance as required to ensure integration of contract knowledge across the project team, relevant contracts personnel and delivery partners such to enable a clear understanding of contractual and behavioural expectations.
- Develop positive and robust relationships with delivery partners, stakeholders and Contracts team members to enable delivery and execution of contracts in accordance with commercial frameworks
- Ensure the commercial elements of project contract close out, including confirmation of defects rectification, final payment, securities release, accounts, documentation, and other necessary arrangements to facilitate transition into operation, are delivered.
About you
To be successful in this position, you will have proven experience working in a NEC4 contract, maintain awareness of contract management activities, implement continual improvement processes and navigate the sensitives of a complex project delivery organisation whilst maintaining contract management delivery expectations and probity governance and assurance. Furthermore, to ensure your success and that the business goals are achieved you will have:
Essential:
- More than 15 years construction, commercial and contract management experience, ideally within a project delivery environment.
- Tertiary or above qualifications in Quantity Surveying, Engineering, Commercial, Law, Construction, or a relevant discipline.
- Experience leading and developing high performing project commercial contract management teams to deliver project outcomes within specified parameters (schedule, scope and commercial). Experience working with government stakeholders is highly desirable.
- Proven effective experience managing construction contractors achieving beneficial commercial outcomes.
- Demonstrable knowledge and experience with current Construction forms of contract and commercial models.
- Previous experience in a project Contract Management (or equivalent) Client or Contractor side role.
- High level communication skills at all levels (written and verbal) and the ability to undertake effective commercial negotiations with suppliers.
- Affiliation with applicable industry body is desirable (i.e. RICS, AIQS, ICE, CMP, IACCM)
