About the Leaving Violence Program
From 1 July 2025, Telstra Health will deliver the Leaving Violence Program (Program), a nationally funded initiative by the Australian Government. The Program will support victim survivors who plan to leave or have left a violent intimate partner relationship by providing individualised financial support packages, as well as safety supports through risk assessments, safety planning and referral support.
The service operates Monday to Friday, 8:30 am to 5:30 pm (local time) across all Australian states and territories, excluding national public holidays. This nationwide structure ensures comprehensive coverage across all time zones.
Our Commitment and Program Principles
The Program is underpinned by four main principles:
- Trauma-informed - Individuals receive a trauma-informed, person-centred service.
- Culturally responsive - Individuals receive a culturally informed service, with a specific focus for Aboriginal and Torres Strait Islander peoples.
- Accountable – Telstra Health is responsible and transparent to the Department of Social Services
- Ethical – Telstra Health operates with honesty and integrity, is trusted and diligent.
The Program principles are designed to reflect and respond to each victim-survivors experience of intimate partner violence. Using these Principles, the Program will provide for a trauma-informed and person-centred service by empowering choice and autonomy. The Program is a key initiative under the National Plan to End Violence against Women and Children 2022-32, designed to complement other services available to victim-survivors that work towards ending gender-based violence.
What’s the opportunity?
As Head of the Leaving Violence Program, you will play a pivotal leadership role in the launch and ongoing success of this national service and will:
- Provide strategic leadership and innovation to embed best-practice models
- Lead cross-functional teams delivering trauma-informed, accessible services
- Oversee performance, risk, governance, and contractual compliance
- Represent Telstra Health at a national level with key government and sector stakeholders
- Foster a collaborative, values-aligned team culture focused on impact
About the role
Strategic Leadership & Program Oversight
- Lead the design, implementation, and continuous improvement of the program.
- Ensure alignment with Telstra Health’s FDSV strategy and national policy directions.
Stakeholder & Sector Engagement
- Build strong relationships with the Department of Social Services and key sector partners.
- Represent Telstra Health in governance groups and executive-level collaborations.
Service Delivery & Quality
- Ensure high-quality, trauma-informed, and culturally safe service delivery.
- Monitor and report on performance and contractual KPIs.
- Collaborate with Clinical Practice Leads to manage clinical risk.
Team Leadership & Culture
- Mentor and lead a high-performing, multidisciplinary team.
- Promote continuous learning and a “one team” culture.
- Drive engagement strategies to improve employee experience year on year.
Risk, Compliance & Budget Oversight
- Ensure compliance with legal, funding, and contractual obligations.
- Proactively manage risk across service delivery and operations.
- Lead financial oversight and resource optimisation.
Health, Safety & Wellbeing
- Ensure safe working environments and role-model HSW responsibilities
- Ensure team induction, training, and incident response protocols are followed
About you
To succeed in this role, you will need to meet the following:
Qualifications
- Bachelor’s degree in business, finance, or related field.
- 10+ years of senior leadership experience.
- MBA or postgraduate qualifications and/or certification in clinical or social care (highly regarded).
Experience
- Demonstrated experience and strong track record of managing the delivery of national or statewide services in the health and/ or preferably the social services sector.
- Strong commercial management background with experience in delivering services under a government contract.
- Experience working with or alongside a not-for-profit organisation.
- Knowledge and/or experience in the social services sector.
- Experience in delivering technology enabled services such as telehealth or health-related call centres.
- Experience building and managing client relationships at senior levels within Government Departments.
- Demonstrated experience in leading teams and working in a matrixed organisation.
- Credibility to lead external engagement activities in health or social policy.
- Strong client relationship management with proven successful outcomes in leading strategic client relationships to achieve desired business objectives.
- Strong financial acumen with experience in managing P&L, leading cost management and budget and capital management.
- Proven track record of taking accountability for a business line’s profitability.
- Excellent, demonstrated, written and verbal communication skills.
- Proven ability to interpret information and provide informed analysis.
- Proven ability to manage operational fault resolution while issuing client updates.
- High levels of organisation, responsibility, self-motivation, and personal commitment.
