Job Overview:
We are seeking a highly skilled Measurement Engineer PE/PT to collaborate with project managers and cross-functional teams to ensure compliance with all identified requirements. This role requires superior technical knowledge of custody transfer measurement at a transmission natural gas meter station and involves managing engineering deliverables, coordinating with various teams, and supporting project management activities.
Key Responsibilities:
- Work closely with the Project Manager and cross-functional teams, including Regulatory, Safety, Quality, Environment, Measurement Engineering, Operations, TIS (telecom, OT & IT network systems, SCADA, measurement servers, RTU programmers), and the Enbridge construction team to ensure compliance with all identified requirements.
- Provide superior technical knowledge of custody transfer measurement, including AGA and API measurement requirements for flow elements, gas quality analyzers, station instrumentation, automation, remote station flow and pressure controls, electrical systems, communications, network systems, SCADA, and measurement billing servers.
- Assist with providing measurement technical direction to ESP for the development of modular templates and site-specific scope of work.
- Assist with managing procurement tools to monitor the purchase, receipt, and invoicing of hardware and software.
- Assist with coordination and outage planning as required.
- Responsible for all engineering deliverables, reviews, and field confirmations. Facilitate design reviews and ensure feedback is implemented. Participate in drawing and construction work package reviews.
- Manage engineering contractors’ and fabricators’ scope, ensuring program schedules are met, addressing schedule slippage, cost variances, and providing trends for project controls.
- Assist with communicating with regional measurement teams, maintaining tracking tools, metrics, dashboards, and developing work instructions, procedures, and other program documents.
- Support Project Information Management Analyst to ensure requirements are met and relevant documents are stored appropriately for archiving.
- Update and participate in Lessons Learned activities.
Qualifications:
- Superior technical knowledge of custody transfer measurement at a transmission natural gas meter station, including AGA and API measurement requirements.
- Background in design, construction, and commissioning for brownfield implementation is beneficial.
- Excellent communication skills for effective collaboration with cross-functional teams.
- Experience in managing engineering contractors and fabricators, with a focus on meeting program schedules and addressing variances.
- Strong skills in maintaining tracking tools, metrics, dashboards, and developing program documents.
