Description:
This position plays a central role in working collaboratively with engineers, operations, project managers, business unit leaders and the Supply Chain Management team to ensure materials (goods) are planned and sourced in accordance with the SCM policy to meet operational and project requirements. This is a buyer role for materials. Primary materials/goods to be sourced include engineered equipment, tanks, site buildings, air compressor packages, metering skids etc. When demand requires it, the buyer will support other team members to source high yield fittings (PFF),valves, instrumentation and electrical equipment.
Specific Accountabilities:
Complex Sourcing
- Work collaboratively with our SCM Business Partners and operating Business Units to develop project and operational materials (goods) strategies for complex sourcing.
- Understand the need for potential early commitments into the market to ensure capacity availability for Project/Operations materials (goods) sourcing schedules.
- Execute full sourcing activities (RFX to PO) after receiving a requisition.
- Lead cross-functional teams through sourcing development, proposal solicitation (RFX), evaluation (bid tab), facilitation of technical/commercial clarifications, negotiation and contract execution processes that lead to PO issuance.
- Responsible for planning, reporting, and communicating on SCM activities.
- Contributes to appropriate risk mitigation plans and processes for the assigned materials and related categories.
- Ensures compliance with SCM policies, processes, procedures and SCM enterprise governance requirements.
- Collaborates with, and seeks expertise of, other SCM departments (Governance, Quality, and Expediting) in order to meet deliverables and expectations.
Category Management
- As applicable work with Category Managers to ensure sourcing strategy aligns with current market conditions and the Approved Supplier List.
- Facilitate contract administration activities to ensure contract compliance and realized savings are achieved.
- Negotiate PO terms and conditions for one time transactions when a master contract is not available for use.
Supplier Relationship Management (SRM) for Business Unit specific service suppliers:
- Support SRM activities through participation in supplier meetings lead by Category Management and provide feedback based on supplier performance.
Scope/Dimensions
- Responsible for optimizing Business Unit materials (goods) spend, leveraging SCM processes, policies and tools with the objective of creating positive financial impact (i.e., cost savings/cost avoidance).
- This position is a qualified individual contributor who performs responsibilities independently with minimal direction and has broad business and technical knowledge to identify business opportunities and solve problems.
Contacts (Working Relationships)
- Leads cross-functional teams consisting of technical Business Unit SMEs, SCM department, Law, Finance (AP) and other stakeholders, as required, in the development and implementation of sourcing strategies for BU service spend
- Required to communicate commercial and contractual issues to BU
- Negotiates with and influences internal and external stakeholders

Knowledge, Skills & Abilities:
Required:
- University degree in Business, Supply Chain Management, or related field
- A minimum of six (6) years of related experience in the SCM field
- Proven communication (oral and written), strong interpersonal, and presentation skills, with influencing and persuasive talents
- Proven ability to lead teams
- Demonstrated experience purchasing engineered equipment, tanks, site buildings, air compressor packages, metering skids for both liquid and gas pipelines
- Demonstrated experience with marking up and negotiating complex commercial contracts.
- Capable of explaining deviations to standard terms and conditions to the business on commercial matters to seek agreement or to create an alternative position
- In depth knowledge of RFx development and execution, contraction preparation and contract management
- Ability to perform objective analysis and evaluation of an issue to form a decision
- Ability to monitor and manage supplier relationships and performance with minimal supervision
- Experience with ERP systems for PO creation. Specifically Oracle Cloud or Oracle R12
Preferred:
- Supply Chain Management Professional (SCMP) / Certified Professional in Supply Management (CPSM) designation or equivalent is an asset
