About the Role:

The Contract Conformance Specialist (CCS) is responsible for ensuring the day-to-day conformance of all contractual arrangements for assigned capital and maintenance projects. The CCS manages the entire administration stages of contracts on projects, ensuring that all contractual obligations are met and facilitating the timely identification, communication, and resolution of contractual matters.

Key Responsibilities:

  • Demonstrate understanding of and compliance with Project Execution contracting strategy.
  • Facilitate preparation of contract exhibits, including scope, specifications, pricing, and special instructions.
  • Assist in writing technical contract language for each assigned project.
  • Coordinate with the SCM Team Lead to incorporate project-specific functional requirements and contractor clarifications into final contract documents.
  • Lead contract negotiations during the bidding and formation phases.
  • Coordinate project team in developing a project-specific communication plan.
  • Participate in and assist with training regarding contract conformance.
  • Review contractor documents for compliance and notify of non-compliance.
  • Maintain contractor correspondence and documentation logs.
  • Manage change order process, including logs, directives, and approvals.
  • Prepare and distribute meeting notes for all contract-related meetings.
  • Establish and implement project contract document control and retention systems.
  • Review contractor invoices for compliance and monitor payments.
  • Coordinate with project team and legal lead to resolve contractual issues.
  • Request, monitor, and track Work Releases for project service providers.
  • Coordinate contract close-out and submit files for retention.
  • Assist during company and external compliance audits.
  • Provide ongoing communication and status updates regarding project’s contractual requirements.

Dimensions:

  • Assigned major projects with a consolidated total of up to $500MM per year.
  • Projects typically have a duration of up to 2 years.

  • Clear, concise, and organized communication skills.
  • Excellent human relations, influencing, and listening skills.
  • Ability to develop collaborative working relationships.
  • Familiarity with best management practices for contracting.
  • Experience with Renewable Energy Projects and/or large EPC Agreements.
  • Ability to manage multiple tasks with reasonable supervision.
  • Effective team communication and interaction skills.
  • Excellent organizational and technical writing skills.
  • Proactive problem-solving and analytical skills.
  • Proficiency with Microsoft Office, SAP, Oracle, ProjectWise, and SharePoint.

Minimum Qualifications:

  • Bachelor’s degree in engineering, construction, legal, technical, or business discipline with experience in legal, engineering, construction, and/or contract administration, preferably in the gas pipeline industry; or
  • Associate’s degree with a minimum of 7 years of relevant experience.
  • Specific knowledge and experience in contracting processes related to energy industry construction projects.
  • Fundamental understanding of contract documents and their utilization.

Work Conditions:

  • Primary location at Enbridge’s office.
  • Travel required approximately 25%-50% of the time within the assigned Project region.
