Position function
The Compliance Manager is responsible for ensuring Melbourne City Institute of Education (MCIE) maintains compliance with the VET Quality Framework, National Code 2018, and all funding contracts active with MCIE at any point in time. The activity of the Compliance Manager underpins the delivery of quality training and assessment practice and the data provision of the organisation.
An individual holding this position is responsible for:
- ensuring MCIE has in place the policies, procedures, documents, forms, and systems required to ensure compliant implementation of the Standards for RTOs, ESOS Standards, Skills First funding contract including the Skills First Quality Charter and all other relevant legislation.
- MCIE’s training.gov.au and CRICOS scopes of registration
- ensuring MCIE delivers training to both the domestic and international student markets. The qualifications, accredited courses, skill sets, and units of competence MCIE is approved to deliver varies from time to time.
Key responsibilities
ENSURING COMPLIANCE AND THE DELIVERY OF QUALITY TRAINING AND ASSESSMENT PRACTICES WITH A STUDENT FOCUS.
- Maintain up-to-date knowledge of the VET sector and regulatory requirements.
- Monitor MCIE's compliance with the VET Quality Framework, ESOS National Code, VETDSS, and government-funded programs.
- Communicate and implement any changes to regulatory requirements with other staff members.
- Plan, schedule, and either conduct or oversee:
- internal audits – VQF/ESOS/VETDSS/ government-funded programs ie (SVTS) course reviews; and assessment validation
- Manage and participate in ASQA Performance Assessments and/or state funding department audits.
- Manage MCIE’s scope of registration including:
- reviewing scope regularly and communicating changes within the organisation
- the submission of change and extension of scope applications in conjunction with the Director
- Manage MCIE’s registration on ASQAnet (change of details and registration renewal applications).
- In consultation with relevant staff, develop, review and maintain compliance policies and procedures.
- When required, work with the Manager of Student Administration and the Director of Quality and Governance to ensure mandatory reporting deadlines are maintained and that reports are completed, lodged, and filed.
- Have the capability to identify, analyse and improve MCIE’s existing training products, services, and processes to improve quality to better meet training and customer needs with a strong focus on monitoring and risk management.
