  • Two permanent Business Manager, Built Environment, Community Standards
  • Three temporary Business Manager, City Safety positions available – Up to 12 months

Our Business:

The Compliance and Regulatory Services (CARS) team contributes to the health, safety and amenity of Brisbane through a range of licensing and regulatory services related to environmental health; land use and built environment; animal management; natural environment; parking regulation; asset use; and contract management. We are highly customer focussed, and we engage with people in a consistent, responsive way to make the right decisions to resolve problems and deliver solutions.

The Business Manager, Built Environment permanent positions will report to the Manager, Community Standards. Built Environment is a diverse work unit that undertakes compliance and assessments issues including unlawful building work, built to boundary structures and walls, advertising, storm water runoff and overland flow, retaining walls, dangerous structures, demolitions, house removals, swimming pool safety issues (fencing), fire safety and overcrowding in budget and student accommodation, footway and driveway permits, siting variations, home businesses, development in waterways and wetlands, general nuisances especially around non-compliance with development approvals and technical advice.

The Business Manager, City Safety temporary positions will report to the Manager, City Safety. City Safety is committed in the delivery of two primary functions: safety of public spaces and improved amenity of the city. With dedicated field staff, along with essential office-based support, City Safety provides a timely, multi-skilled, citywide, 24/7 response to compliance related activities and disaster response functions to Brisbane. Our focus on the primary functions, maintaining and refining both out proactive and reactive responses to deliver safety and improved amenity for the city.

The Business Managers will lead the following field-based teams in City Safety:

Parking Compliance Team, this team continually monitors compliance with parking regulations to maximise the safety and efficiency of the existing road network and ensures equitable use of kerbside space for all road users. These activities also reduce congestion and ensure the road network operates efficiently and safely.

Activities completed by the team include:

  • Patrolling traffic areas, work zones, clearways, and major events.
  • Responding to illegal parking, roadway/footpath parking community reports.
  • Enforcing residential parking permits and responding to related community reports.

Animal Services Team, this team supports responsible pet ownership, including compliance with animal management legislation.

Activities completed by the team include:

  • Capturing and impounding of animals found in public places.
  • Responding to community reports, including management of dogs that are not under effective control in public spaces.
  • Investigations of animal attacks.
  • Declaring and monitoring of regulated dogs.
  • Delivering education and regulatory campaigns to support responsible pet ownership.

Amenity Services Team, this team works to keep our city clean and preserve visual amenity by protecting our environment from waste and litter pollution.

Activities completed by the team include:

  • Managing unsightly properties across the city.
  • Responding to and enforcing amenity, unsightly objects, abandoned shopping trolleys, and litter complaints across Brisbane’s suburbs.
  • Enforcing legislation to improve poor performance and prosecute serious amenity concerns and risks.
  • Working in partnership with the community and other agencies, such as Queensland Police Service to reduce the impact of graffiti on public facing assets and private property.
  • Responding to and enforcing abandoned vehicle community reports.

To be successful you will have:

  • demonstrated evidence of capabilities in Council’s Leadership Blueprint to deliver performance excellence and a values-based culture. 
  • leadership skills that enable you to develop, mentor and direct a high performing team
  • exceptional stakeholder relationship management skills and contribute to the strategic direction of the branch
  •  experience in a regulatory / compliance service setting, including legislative and regulatory framework knowledge
  • experience in managing complex issues, making considered decisions and applying a solution focussed mindset
  • highly developed interpersonal and communication skills (oral and written)
  • demonstrated ability to negotiate, influence
  • ability to identify and drive business improvement while monitoring business performance.
  • budgeting and reporting experience
  • demonstrated high level of strategic agility as well as hands on operational capability
