Duration: June 2025-September 2027. (Extension/s thereafter but not guaranteed).

The Construction Branch continues to deliver consistent, high quality, value for money, whole of life infrastructure. Our comprehensive knowledge of project services and assets enables us to communicate and negotiate for the best long-term options to meet the needs of the rate payers and residents of Brisbane. The Construction Branch delivers an extensive range of high-quality specialist services in the areas of infrastructure, stormwater drainage, bridge maintenance, transport network technologies, trades and land remediation. ​​​​​​​

The City Lighting team are responsible for the maintenance of 15,000 Council public safety lights in roads, parks, bikeways and public spaces throughout Brisbane. City Lighting is also the custodian of 121,000 Energex streetlights.

The team organises lighting fault repairs, additional lighting investigations, and responses to spill light concerns. The team has proactive inspection programs for public lighting that include periodic visual inspections of lights and condition assessments for lighting poles. 

The Roles

We are seeking four dedicated City Lighting Senior Technical Officers to assess, implement, and manage public lighting , ensuring safe and effective lighting across the network. There are two roles for the road lighting network and one role for the parks and bikeways lighting network. The fourth role is responsible for the proactive maintenance and audit of public lighting throughout Brisbane.

These roles are integral in providing expert technical advice to both internal and external stakeholders.

You will work closely with key partners such as Energex, Department of Transport and Main Roads, City Projects Office, Trade Services, and Public Space Operations Branch to deliver high-quality lighting solutions and maintain strong professional relationships.

Key Responsibilities:

Leading by example with a strong customer focus, fairness, integrity, and professionalism, the City Lighting Senior Technical Officer collaborates with team leaders to meet performance standards and contribute to a high-performing team.

The role involves providing expert technical advice, preparing sketch plans and job briefs aligned with the Energex Public Lighting Manual and Council’s Street Lighting Design Guidelines.

Responsibilities also include conducting inspections to ensure Energex and other service providers meet required standards, supporting contract compliance and dispute resolution. The officer assists in developing City-Wide Lighting Programs, ensuring timely investigations, inspections , and stakeholder consultations.

These roles are also responsible for the maintenance and operation of Council’s lights in the road reserve, parks and bikeways throughout Brisbane. This includes regular inspections, maintenance programs, investigate requests for public lighting compliance, implement appropriate lighting solutions as well as investigating and resolving complaints from residents of Brisbane such as spill light.

Additionally, the role involves monitoring and reporting on completed and in-progress lighting projects to ensure compliance with job specifications, budgets, and performance expectations. 

To be successful you will have:

  • strong teamwork skills, with the ability to contribute to a high-performance culture.
  • in-depth knowledge of public lighting principles (AS/NZS 1158 – Lighting for Roads and Public Spaces.
  • knowledge of AS/NZS 4282 – Control of obtrusive effects of outdoor lighting
  • proven expertise in assessing, auditing , and implementing public lighting solutions.
  • experience with lighting design software and relevant technical tools
  • sound verbal and written communication skills, including the ability to communicate effectively with all team members and external customers
  • financial management skills including cost monitoring,
  • demonstrated ability to plan and coordinate public lighting maintenance programs effectively within a team environment.
  • for parks and bikeways technical officer, the role requires understanding of AS/NZS 3000 (the wiring rules)
  • for the proactive maintenance technical officer, the role requires a thorough understanding of pole inspections and testing reports to identify defects and asset conditions. 

Desirable Criteria:

  • a recognised qualification in the lighting field (minimum Technician grade in the Illuminating Engineering Society of Australia & New Zealand) or equivalent structured training and experience
  • experience using AGI32 and PERFECTLITE will be highly regarded.
  • experience undertaking site lighting measurements and reporting results.
